Planning officers back 7-metre LED advertising screen near airport roundabout

The Planning Committee is due to decide on Monday whether the screen, mounted in a curved frame known as The Wing, can go ahead under conditions on brightness and overnight use.

Planning officers have recommended approval for a freestanding LED advertising screen near the roundabout that serves the airport. The Planning Committee is due to make its decision when it sits on Monday, 12 October.

The application, made by Tim Groves, proposes mounting the screen inside a curved frame called The Wing, Manx Radio reported.

According to the planning report, as described by Manx Radio, the whole structure would be about 7.23 metres high. The screen itself would measure roughly 5.1 metres across and 2.64 metres from top to bottom.

The officers’ view, Manx Radio reported, was that the display would not do unacceptable harm to visual amenity, road safety or the running of the airport.

Their recommendation comes with conditions. Under the proposals:

  • moving pictures and special effects would not be allowed
  • each advert would have to stay up for at least 10 seconds before changing
  • brightness would adjust automatically
  • a fault would leave the screen blank and black
  • the display would be switched off from 02:00 to 06:00 on Saturdays and Sundays, and from midnight to 06:00 on the other five days

Malew Commissioners did not object to the scheme. Highways Services also had no objection, provided conditions were attached.

Two objections came in from members of the public, who raised concerns about the screen’s appearance and the risk of distracting drivers.

3FM reported on Friday that Monday’s committee would consider an application from Carrera Media Group for a large digital advertising display outside Ronaldsway Airport, sited at the first roundabout on the way into the airport in Ballasalla.

According to 3FM, the company states that the display would be paid for privately and would generate extra income for the airport.

The two outlets named different applicants, and neither report said whether they were describing one scheme or two. 3FM did not report any recommendation from officers.
